Why don't you /dccallow yourbotsnickname and then use ctcp chat? If you alias that into one command it's no hassle to do what you want.

After entering your nickname, you don't get any reply at all? Not a notice in your status window or smth like that?

Did you try to dcc chat to it?

Eggdrop doesn't have a standard command that tell you if a channeluser has +q set. As far as I know, as long your ircd doesn't support it, you can't tell what extra modes a user has besides +o/+h/+v.

How did that 'someone' help you?

Since you get also the error 'Could not write pid.Herbert file', you must examine the permissions on the directories where you running your bot from. See if you can create files with the user the bot is running with.
