Require msgcat.tcl 1.5

Hi there speechles. Hope you are well and having a good new year this year! We have upgraded all our servers to use TCL 8.5, but they have all updated using msgcat.tcl 1.5 rather than 1.4. Is it possible you could made it so this weather script works for 1.5 as well? We can't really go backwards wit...
