it seems highly unlikely that it is a shell problem, since you have both bots already on IRC. Here's a silly question... Is your hub .botattr +h ? Do they see each other in the channel via .channel #yourchannel ? Have you added each bot to the other's userfile in the format .+bot YourBot IP_ADDRESS...
