needs public activation
Id like this to be set to allow [all] users on channel access and not jus bot ops. So, !blah can be used public by people not added to bot as well as ones in. This is current: set chanrules { "1blah" "2blah" "3blah" "4blah" "5bleh" } bind pub o !rule...
