Simple script request..

I suppose its simple.. as its very simple to code in mIRC.. but what I was hoping for.. On command, be it channel or priv msg, spit out the contents of a txt file via notice to user. I suppose this will bump the script 'level' up a little bit, but if possible, make it so that the command can only be...
