full control permissions

I have given full control permissions to the folder/ and the file eggdrop.exe to the administrators and everyone.

Still unable to access file, however i can run it in safe mode...

Hello- I am new to this forum, and the use of eggdrop and Windrop. I have a client that uses this software to run a bot in an IRC channel.
