Well, I can clearly see the "</feed>" at the end of the xml, so the tag is definitely closed - how does your configuration section for the feed look like?

In the party line...either DCC to your bot, or use a telnet client to connect.
Check the ##### BOTNET/DCC/TELNET ##### section in your config, among other things.

You're parsing the wrong URL - Feedburner already aggregates the feed. If you click "View Feed XML", you get the URL http://feeds.feedburner.com/CgIndia?format=xml - try using that with the script.
