is there a way to "dispatch " files who are sent to the eggdrop to a directory according to the file extention ?
example : files finishing with .mp3 goes to /dir/mp3
with .txt goes to /dir/txt and so on ?

Yes.
There is a RECV bind that can be used to detect upload completion.
This and a combination of the filesys commands provided in Tcl, and you can move the files about.
