When bot ban someone for notice protection , and some op removes ban or bot removes the ban...and if the user rejoins the chan bot will ban him again for same thing ?
is that bcoz of bot or it's some .tcl script i've?

bot bans
it is the conf.
log to the bot partyline, and execute the command .bans all
you should notice the user`s hostname in the ban list.
in the future, if you find this annoying (the ban), you can set a timer so the ban expires, you can add your friends with the +f flag, or you can simply go over the flood settings and either adjust em to set them to 0
