Reading an index.html page

Can anyone point me to a source of information on how I can access a web page so I can parse out certain text information? The confusion seems to stem from the idea that I have to set up a socket, and I'm unclear on how to do that. I'm not an experienced programmer, just an occasional scripter.

Can you tell me where I can find some of those example scripts? Have a particular one in mind? I was looking through abcnews.tcl and thought I'd understood to some extent, but it was enough.
