what's the purpose of this thing? what does it do?
I took a quick look at it, didn't understand a thing from the comments and proc/var names (all in Turkish), but it seems to me it doesn't do anything sane, simply cycling and logging channels

I couldn't agree more. To just create a "services" bot and then to have it connect/disconnect from servers and do never ending revolving doors of channels is mindless.

You creative a services psuedo-client using the OperServ RAW command?
By the way the raw command is highly advised not to be used. It can crash services or make them vulnerable, mostly they don't crash I know but they get vulnerable. More can be found on anope.org forums and ircservices mailing lists about operserv raw.
Using the raw command; sending string of text directly to the IRCd is highly dangerous, all the coders advise NOT to use it unless very critical.

it's not dangerous if you know what you are doing (know server-to-server protocol); but the services' RAW command was hardly meant to be utlilized in such manner
