bot relay message

Is there a tcl script that able to op to leave a message for a particular nick ? upon that nick enter to the room , the bot will therefore send a .notice message that op have left behind for.?

example :-
<op1>!message <nick1> call for a meet up next week
<bot>.notice <op1>reply: message log and will .notice <nick1> call for a meet up next week

Can also those message store with a valid period of time and auto delete from the bot ?
