If you're just trying to use the tvrage script just upgrade to the latest version of the script. I tried to do this with the same error, it's been so long since I did it I forgot but updating the main script made it a non issue with 8.5.

The fix for me was to install tk/tk-dev packages on debian, I also compiled/install tclDict prior to this, not sure if it made a difference.
