you could set a variable at the topic set time

set whotopic($chan) "$nick"

then bring it back with something like

puthelp "PRIVMSG $chan :Topic was set by $whotopic($chan)"

yadda :)

guess this wont work if the topic wasn't set via a cmd on the bot.
