Request for a query store/retrieve function (TCL)

I've been trying to get someone to write a TCL script for me, and from what I've heard it's not even advanced to make. I just don't have the experience, and was hoping anyone here could give me a hand. The script will work as a function that saves and stores information, as well as the opportunity to retrieve it later.

Commands that must be related in the script in private query with bot

!attack "whatever he wish to be written"

When you use this command in query with the bot, the bot should store/save the information that the person using the command has written, as well as his nickname.

!finish

This should only be possible to use for users with +@ in the channel, and when he uses this command in query with the bot, it will list up all the stored information that has been added by others. Also important that the nickname of the person that have stored it is listed, so we can see who have added what. The list must be pasted to the person writing !finish in query, which also should be the person using "!start #channel" (look further down).

!exit

This command should be used when you are done, and then the bot will part the channel and delete the stored info that has been added in that channel. Also this must be done in query (private) with the bot.

!start #channel

This will make the bot join the channel you've listed, and start the possibility for people to use the !attack function in query.

If someone would be so kind to write this script for me, I would be very thankful!
