simple script

hello i want a simple script for a help channel.

i want it to:

1. when the user joins it (channel defined by me) must start a 20 min timer. when 20 mins are gone it will kickban the user with defined ban msg for 20 mins.
2. it must be able to ignore specific global/channel flags from that ban
3. it must also have a !unban command to remove that ban set by condition 1.

Why would we ban a user simply because they have been in the channel for 20 minutes??
Explain why we would need such a script:)

this is how it has always been in this help channel. the ircops want it this way so it has to be this way

#help, on that server, has had a bot that does that for quite some time now.

the bot isnt there any more and since i made all the other functions i just need to do this as well
