When I start eggdrop and then type in .rehash into the console I started eggdrop from, it gives me the error:
I am assuming I can only enter party line commands into this console, but is there no other way to access this command in the party line? (The IRC server I am on has disabled private messages and CTCP, and I can't telnet because I can't open ports on my school router.)

Issue a .whois on your user name and see if you have global m flag.
Once the game is over, the king and the pawn go back in the same box.

After you get the info and respond to caesar - then this issue is also curious.
Do:
/mode yourNick
and show us what it returns.
Also, if it is a non-private irc server, please tell us which it is .

I assume you started your eggdrop using the -nt option.
If so, you are currently logged on as a virtual user with no permissions ("HQ"). You could, however, still use the .su command to switch to your owner/master account instead, and then issue the .rehash-command

@nml375 : Ah yes, this was the issue. Thanks.
@willyw : Unfortunately this command doesn't return any response on irssi.
