The differance between eggdrop releases is relativly minor, even if the release message says otherwise.

Major differances are compared on a products history.

IE, if eggdrop normaly ships with small changes, then a sudden flux in the amount of changes, should be seen as a mjor change, even if it's only double the amount of changes to normal.

Here is a breakdown of the changes made between 1.6.12 & 1.6.13
Bug fixes: 11
Feature fixes: 14
Documentation: 3
Core features: 8
Script features: 1
Legacy hacks/workarounds: 1 removed, 0 added
Misc/others: 2
Bug fixes where either major problems, exploitable (all possible, not confirmed) or seriously hindered functionality.

Feature fixes are mainly bugs, but not all. They did not serisouly hinder the functionality of the bot, but nether the less, the bot didn't perform as documented.

The rest are self explanitory.

Here is a chart for 1.6.10 to 1.6.12 (1.6.11 removed from production, though it's included in this list).
Bug fixes: 2
Feature fixes: 9
Documentation: 2
Core features: 9
Script features: 1
Legacy hacks/workarounds: 0 removed, 1 added
Misc/others: 2
These charts are not acurate, and are catagories based on what I feel the change reflected.

They show that more changes where made in the new one.

This is based ont eh fact there was 1 extra month of development between releases, and a lot of cleanup action was taken on bugzilla.

As such, 1.6.13 should not be considered monumental, nor should 2 hours uptime.
