1. I'd like to use flood-join setting in putlog, for example, putlog "channel settings for chan 15:10"
how can I get the value of flood-* settings?
2. putlog "[duration [expr [unixtime] - $uptime]]" gives me an info about uptime in format, ie. 1 week 6 days 22 hours 23 minutes 5 seconds, and I'd like to have it in format: days hours mins secs

There are many scripts that provide this functionality. Many of them provide it for this format, rather than the week format.

Simply use this code with credits.

As for flood information, use the "channel" command (documented in tcl-commands.doc).
