How do increase the flag to execute .say & .msg?

Hi,

I know that .say and .msg are both able to execute when you have the +o flag but I only wish to give the power to execute it to +n. How should I go about changing the flag for it?

This is allready noted on the forum.

The psot is regard to halfops, but it applies to this situation too.
