This setting in the config file, defines who ther perminant owners are. These can't be deleted, or have there passwords changed by other users. They aiditionaly have more rights over what commands can be used.
This doesn't create the users itself, it is only a referance to the actual user, which must also (seperatly) be added to the bot.

They tell you in a step by step process how you configure and compile, then once a config file is generated, what commands should be run, so that you can add the first user.
in MIRC , I can control eggdrop as master . But I see in MIRC's command ( as Master ) have little , but on telnet command have a lot and control bot easy .
