I think this might be more of a mirc question, but... Is there a way to run a "local" server so that my eggdrop can connect to it and I can practise stuff on it without having to have internet access at that machine?

Yes.

Search google for IRCD.

mIRC is a program, just like eggdrop, that connects to IRC. mIRC is not the chat system, IRC is.
