did you ./configure with --enable-ipv6 ?

AAH, I am sure there is no proper support for IPv6 in CYGwin, which may be the issue.

Nope..
even with -ipv6 installed, the egg can not resolve an ipv6 ip to a server, it can resolve a server (irc6.blabla.net ) to a ipv6 ip .. so please set the servername and not their ip
