Set new user w/password

I want to set new users with a password.

DCC
+user NewUser *!user@*.newusers.org
.chattr NewUser +o

Now, i want to set a password,
but i can not find the right command.

is there a command to list ALL users,
even if they are NOT on the party line?

I have looked threw the .help responce 3 times.
