maybe over ctcp, client reply?
oder a script where i can allow all users from X X X hosts and deny from X X X ...

do you own the irc ?? yes no then specify I lines

if its about channel ban all the other hosts or perfrom a on join check ctcp and host if string match host or specific host ban or if ctcp match a certain string ban ..
