Indeed there are many subject headings like "help", "need a script", "need more help" etc.
But these posters do themselves a bad favor.
What happens is that the start of the thread with such a "help me" subject line gets read by users.
But when users come back the next day and there are 10 new postings, the one with the "help me" subject line gets ignored easily. And subsequently the thread dies off fast.
Users posting subject headers like "help me", "need tcl script" etc. shoot in their own feet and their topic dies of quite fast.
That's what you get with such a not-so-creative subject line
My 2 cents: Unattractive subject headings kill the thread already quite fast by itself.
No need for moderation unless moderators like wasting their time editing subject headings and closing topics.
