This doesn't look like an ip of a shell. Its probably a local connection from finland.

im not responsable for what he does. btw the word friend is not right. should be "friend" only because i see him everyday and sometime has helped me with the room.

That indeed isn't any shell company from here Finland, it's an Internet Service Provider like Sir_Fz recognized.
