It's not a vhost that is not permitted or anything like that. It depends majorly on the TLD. (i.e .com .net, etc)
Every vhost has a TLD associated with it. And IRCnet lets users local to their country connect to a server only in that country.
Like denmark users can connect only to irc.ircnet.dk (denmark server), and Indian people cannot.
First check if you have local country vhosts, for instance:
ircnetsucks.de (the TLD is .de, which means it's a country TLD, in this case, it's denmark's)
you.do.the.math.in (TLD= .in, country= India)
Go to
IRCnet's server page and see which server is local to your shell, or see if your shell has country TLD vhosts, and then try connecting to that country.
You know what I mean? I'm sure I'm not very clear but you get the drift.
