my room has 400+ users at all times, and setting max-modes to 100 will fix the problem, the so called "bug" occurred only if max-modes was set too low, preventing the bot from placing bans, so it was actually a config error which is the owners fault, not eggdrops

Well, anyways, lemme get back to the bug.
I recently upgraded ALL my bots to 1.6.8 AND set the max-bans to 100 in each one of their confs.

And it STILL kicks but not ban.

Have you set the correct net-type setting, they are now based on this setting.
