can`t send dcc commands to my eggdrop

i`ve conf my eggdrog on windows ,it`s starts but not responding to dcc commands.The eggdrop is set to run on my computer,why doesn`t respond to any dcc command?

You must be owner, that you can use dcc commands...You can become owner with msg-ing bot hello (msg botnick hello).
