chanmode enforcement problems

Whenever I set a channel to enforce certain channel modes, the modes are only enforced if a bot is opped.

Example:
[20:55] <bot1> Settings for dynamic channel #<edited>:
[20:55] <bot1> Protect modes (chanmode): +stn:

[20:56] * <ME> sets mode: -o bot1
[20:56] * bot2 sets mode: +o bot1
[20:56] * bot1 sets mode: +n

Only scripts the bots use is NetBots. Regardless if I do .chanset or .netchanset, I get the same results. If you're on EFnet and want to see it, /msg PanterA-

Is this a known problem or am I just retarded?

the bots wont override your modes because you're the owner.
If someone not added on the bots change the mode they would change it right back
