I want to only allow partyline access via /ctcp botnick chat.
Is it possible, any way to not allow /dcc chat to bots.

ctcp CHAT and dcc chat are the same thing. I think you are trying to make a comparison with dcc and telnet. Do yourself a favor and read this link to Using Your Eggdrop... it might clear things up for you
