You might wanna try changing the flood settings in the config file. Standard is:
set global-flood-chan 10:60
set global-flood-deop 3:10
set global-flood-kick 3:10
set global-flood-join 5:60
set global-flood-ctcp 3:60
set global-flood-nick 5:60

(taken from eggdrop config file)

But, I'm no expert so I can't guarantee it will work

See in your .conf file "flood-chan" and change from 2 to how many lines you want and then do a rehash. See on your party line(dcc chat with your eggy) ".chaninfo".

well, it depends on how the channel is defined. If it is a static channel (ie, defined in the conf) then changing your flood-* settings there will do. If it is a dynamic channel, then they'll have to be set on the partyline (eg .chanset #chan flood-chan 10:60) If you want to completly disable a flood setting, set it to 0:0
