Stormbot, as it is, truly burdens an egg with redundant/useless public and message binds, and slows things waaaaaaaaaay down unneccesarily (try /msg $botnick help $chan chaninfo or just ask it for the banlist....hope you got 10 minutes 
). I have been testing out a script that offers a more complete package, with variables to turn on and off the commands' pub access (thank the stars!). The tcl is located in the tcl archives under the title facelift.tcl v3.6.1 by Kindred. Haven't been able to explore all of its nooks nor crannies as of yet, so I can't offer you a better recommendation just yet
