there are scripts in the TCL archive, that make it possible for a voice too ban/kick/op ppl, butt the commands go though the bot where you install the script like this

+Dizzle : !kick User
@dizzlebot : KICKED USER

It may be possible too make a voice user do Q or L commands, you should make the bot master and make the commands go though him, butt this is not easy i think. And it does not make sense. Use a voicepower script, that makes voiced ppl too kick/ban/topicchange/op

Personally, allowing +v clients to get around normal channel access modes seems a little silly to me.

Isn't that why they added halfop to most IRCD's?
The lifecycle of a noob is complex. Fledgling noobs gestate inside biometric pods. Once a budding noob has matured thru gestation they climb out of their pod, sit down at a PC, ask a bunch of questions that are clearly in the FAQ, The Noob is born

Well i dont see why you give voice ppl admin powers, thenjust give them adminpower.
And how many commands off Q or L are really that important voor voices ??

Who said anything about Quakenet's services? I know he didn't.

I'm assuming with Q and Z flags he meant, Custom flags.
But if he wants voice to be able to do what ops can do, he might aswell op them.

that guy probably meant he needs +v clients to be able to kick through the bot - just as silly as what I thought of first

on a side note, +h was originally introduced to IRC by orabidoo in his work on ircd-hybrid's TS4 protocol (which was never accepted for use on EFnet, but tried out by some enthusiasts, including me hehe); it was meant to serve as everyday op mode for people who are not trusted enough to know the channel password (not channel key) - as opposed to real +o chanops who know the password and can get ops from the server on join upon presenting it - a simplified form of distributed channel service
