aut kickban for requests script

i posted a topic in another forum on here and just found this one (backwards, i know) but was wondering if there was anyone who knew how to make a script that would auto kickban someone for making more than 4 mp3 requests in 30 seconds?? i dont know if this is a simple thing to do or complicated, but any help is appreciated.
