I currently have my channel in -bitch mode, but id like to change it to +bitch to stop op's opping others.
But I would like myself (bot master/owner) and another user (IRC Channel Services bot) to be able to op users without my bot undoing the change.
What flags should I set for myself and the channel services bot to allow this to happen?

Well that works, as it says, only if the service/bot/whatever is not oped/is invisible. It won't have any effect if the service/bot/whatever is oped. As for the flag, as I said, at least 'm' is needed to op/override +bitch.
