Flags and partyline

I'm new to eggdrop and running eggdrop v1.6.17

Today I was adding new users to my bot, giving them sepecific channel flags and no global flags or passwords. From what I've read in order to get into the party line you need to have the p flag and a password set for your account. One of the people I added was able to msg the bot and set a password and then join the partyline. I did a .whois on his account and he still didn't have the p flag, so I deleted his account and made a new one. He manged to set the password and get into the partyline again.

Anyone have some ideas on how to fix this problem?
