get some ip's routed to ya from your peer/isp
get rdns authority forwarded to you for them
assign them to a box
buy some domains
setup bind and write the zonefiles for the dns and rdns
probably not. to implement a multiple ip box with vhosts would mean you would have to have knowledge of basic IP, with reasonable knowledge of route tables and broadcast addresses, and to know about how DNS is implemented for both forward and reverse (ie in-addr.arpa). And a reasonable knowledge of the IP stack of the OS you'll be using will also help. If you learn about these, then you'll know everything needed to do what you want, though it will still require a good working relationship with your peer/ISP, as IPs are getting scarce.
