a strange bug help me

[17:43] Tcl error in file 'eggdrop.conf':
[17:43] couldn't grab nearby port
while executing
"listen 3333 all"
(file "eggdrop.conf" line 41)
[17:43] * CONFIG FILE NOT LOADED (NOT FOUND, OR ERROR)

I asked a webmaster of a good windrop site and he said its because another bot running or the firewall.None of those worked.ThenX
