get error at compiling

I try to compile the eggdrop 1.6.18 with ssl support under cygwin, but get this error after typing ./configure:

Your system must support ANSI C Header files.
These are required for the language support. Sorry.

Any idea what to do?

The config.log would have more details about what is missing, or what went wrong, but my 1st guess is you do not have the necessary devel packages installed for cygwin.
