It is doubful that the master can't do any commands because of netbots.
99% of the time, it is due to hostmasks, or inproperly configured flags.
When you say your master can't fo any commands. Is this on the partyline or via IRC (in a channel or private message)?
Can he get on DCC just by doing "/dcc chat <botnick>", does he have to type "/ctcp <botnick> chat" or does he telnet into the bot?
What commands do work (if any)?
Give a .whois output (from the partyline) of the user, or at least the flags the user currently has.
If they are channel or private message commands. Go into the bot's partyline (the master having trouble must be on one of the bots channels to do this), and type ".channel <#channel>", replaceing <#channel> with a channel the user and the bot are on. look through the list displayed, for a line coresponding with the user. Does the handle listed, match the handle he has in the bot?
These are just a few questions that will help get to the bottom of it.
well its about the DCC command he can't use
,he can dcc the bot, he also have correct flags for that chan, he also have a correct hostmask so that he is recogniced
