setting up an #idle channel

I am currently setting up an #idle channel and need some help.

How can i make the bot kick someone if they say something? Also if someone has been idle for a long period how can i get the bot to voice them?

Someone write a script to do this?

there is a script in the tcl archives by aerosoul called 'autovoice on pubmsg'. You could alter this script easily to suit your purposes.

Ive downloaded one or two tcls to have a look at them but I really dont know what Im looking at :(
