Read/Write/Replace/search in text files

Hello. I am quite good @ IRC scripting, but now interested in TCL scripting.

I am looking for a script which can read/write/replace/search in text files.

In Fact, i am looking for a simple script which works somewhat like a XDCC but instead of having the bot send some file to a user, it should play a text file.

Scenario:

Have multiple .txt files in a folder. I would like something (as i said) like an XDCC bot which advertises the "packs" (file names) on the channel and with a public trigger, it would play the text file to the user.

Anyone ever has something like this?
