The * means you don't have access to it, thus the refused DCC Chat. Do a '.whois marvz' again and post the results.
Once the game is over, the king and the pawn go back in the same box.

That's the result. It only has the telnet mask loaded. I removed all the other hostmasks as previously instructed.

That part was only to double-check that there's no other user record matching you.
Should've mentioned that you should restore your hostmasks afterwards, sorry 'bout that.

And to restore your hostmask, my personal preference is to use the
.adduser
command. In other words, let the bot determine the hostmask for itself, thus eliminating typos, wrong format, etc.
Log into partyline via telnet.
Use the .adduser command on yourself.
Check the results with .whois to be sure it really added your current hostmask to your account.
Then, try again, to log in via DCC.
Let us know what happens.

So I added the hostmask with the .adduser command in the partyline. I still can't dcc or ctcp.

Thus, we can only conclude that there is nothing wrong with the hostmasks, nor has there been.
One different approach; could you paste the output from:

Is your eggdrop running behind the same masquerading router (NAT)/SOHO firewall as your irc client?

No. Its hosted on its own shell on a different server.

Then I am running very low on ideas.
Though, given that the "no access" error is no longer present, whatever issues with your hostmasks seems to have been sorted. The current information suggests that your eggdrop fails to connect to your client on the specified ip and port (1173281226 => 69.238.217.202, port 5503 in the last posted attempt).
I could only suggest that you check your client end, that the IP address is correct, and any firewall has proper port forwarding.
