Dread the thought.
It is very very doubful.. In fact, make that you wont find this support.
Normal eggdrop doesn't support it yet, so don't expect windrops too.
99.99% of IPv6 bots are likely to be run on *nix. Any code that adds IPv6 support to eggdrop code, is likely to be *nix specific.
You could try contacting the fellows at
http://sourceforge.net/projects/windrop/ and see if then can help you any more.

Windows itself doesn't support ipv6 yet, so far Microsoft have only released a ipv6 technology preview for Windows 2000. Plus Cygwin would need to have ipv6 support added too before it was possible.
