Channel Limit Part/Join User

1. Have extra slot
2. On join new user in channel bot puts +l example: ( the exactly count people in channel is ten we have two extra slot the new channel limit will be 12 )
3. On part some user bot set the new channel limit example: ( if in channel we have ten peoples and we have 2 extra slot the new channel limit will be 11 cuz this existing user is already part!
4. Bot have to change evertytime channel limit when someone part or join
5. Support multi channels
On a unix system everything is a file ; if something is not a file , it is a proccess.

Did you think that before I wrote this thread I've checked all these tcls ? Enough nonsense.
