I i op a user the bot deops them and if i de-op someone the bot re-ops em any ideas ??

that is what the bot says the channel is setup like..
I don't understand how it can op and de-op users if 99% of the things are set to -

the user that your bot is reoping is +m or +n (from the bot's point of view - matches +m or/and +n userrecord); and you are not (again, from bot's POV - you have not idented and your irc hostmask doesn't match your +n userrecord in the bot)

To find out the POV of your bot, to see who it keeps as friends/masters/owners, type .channel #channel . It will give you a list of users in the channel and will also show their flags (and your). That all can be done via .match/.whois , but the way I said is lot faster 'n easier.
