limit channals disable join ???

How can I build, using eggdrop, that users are not able to make channals by them selves ?
So only Eggdrop can create channals on the IRCD. I am using Hybrid 7B12
We are able to set up channals but users are still able to create new channals on the IRC daemon

Any tips / hints ?
