I have one question: when i set a vhost using the user "admin", all others users (even if they don't have admin rights) will stay with the same vhost, or earch user can have a diffrent vhost configurated?
Thanks

admins can change vhost of another user by using:
/bvhost <user> :vhost

One more question: it's possible that only admin can change vhosts to users, and users can't change they own vhosts?
Thanks

If you edit the source code before compiling it may be possible, however, that is not a default option I know of.
